A chance encounter with a distraught stranger on a Philadelphia subway car draws Jack Reacher into a deadly mystery involving a missing flash drive that contains secrets worth killing for.

Tamara finds herself caught up in the mystery whether she likes it or not as she, Reacher, and Jacob face off against shady government agents and a mysterious squad of professional soldiers all looking for the same missing flash drive.

Reacher learns that things are more complex than they seem as he and Lila draw closer. Meanwhile, Tamara, Jacob, and Plum find an important clue after another attack from one of their mysterious adversaries sends them back to Philadelphia.

Reacher interrogates Sampson, Tamara breaks into a government facility, Jacob receives some crushing news and the team learns a piece of information that changes everything.

After a misunderstanding, Reacher becomes Philadelphia's Most Wanted. Meanwhile, old enemies catch up with him and new ones emerge. Jacob, Tamara and Plum end up in a firefight, giving Jacob his first real shot at avenging his sister's death.

Fleeing the police, Reacher and Tamara head out-of-town to find the mysterious Ahlquist only to run into more trouble. Meanwhile, Jacob and Plum deal with their own problems back in Philadelphia.
